Tom Wambeke
A United Nations senior executive with 20 years’ experience leading capacity development programmes focused on learning innovation and digital transformation. Since 2015, he has served as Chief of Learning Innovation at the ITCILO (International Labour Organization Training Centre), designing sustainable learning solutions that drive measurable impact and organizational change.
He has led cross-functional innovation projects in more than 50 countries and collaborates closely with UN agencies, development banks, international organizations, governments, and NGOs. A certified International Association of Facilitators (IAF) professional, he specializes in strategy facilitation, participatory knowledge sharing, networked learning, and ICT4Development.
He holds diplomas from the University of Leuven and the University of Antwerp (Belgium), and executive certificates from Stanford University and the Massachusetts Institute of Technology. He is a public speaker on innovation, strategic foresight, and digital transformation, and the author of multiple toolkits and publications.
Under his leadership, the programme he directs has a dual mandate: strengthening the Centre’s internal capacity to apply state-of-the-art learning, communication, and knowledge-sharing methods and technologies, while delivering learning, innovation, and communication services to partners globally. His interests include complexity-adaptive thinking, intentional serendipity, foresight analysis, and futures exploration.
